Are horizontal cross frames used in the analysis if the condition WIND BRACING ALL BAYS or WIND BRACING EVERY OTHER BAY is given?

The system analysis is not affected since the model is a frame in
a horizontal plane with vertical loading only. In such a model
horizontal forces in the system cannot be developed. (An exception
is the finite element model where the beams are eccentric to the
plane of the finite elements, in which case axial forces can be
developed in the beams.)
The only uses made of these conditions are (1) to modify live load
stresses in the bottom flange of a curved girder according to 1.4(E)
or 2.5(E) of the 1993 curved girder guide specification, (2) add the
axial force from standard specs 10.20.2.2 to the bottom chord of
bracing.
