Purpose: Adds uniform lane loading in lane loaded with a permit truck in LRFD loading.

The footprint of the permit vehicle is excluded from the overlay unless the condition INCLUDE LANE LOADING IN PERMIT TRUCK FOOTPRINT is given. The lane loading for the HL93 loading used in lanes not containing the permit vehicle is used unless a specific permit uniform lane loading is given. (See PRLANE )
