Use of this condition is a declaration that neither longitudinal web stiffeners nor holes in the tension flange are present per 10.50.1.1.2 in checking 10-129 when the p.n.a. is in the web. Otherwise, if the p.n.a. is in the web, the section will not be allowed to be considered to be compact.
