Purpose: Used to disregard moment shifting for compact sections over piers.

Specifies that moment is not to be shifted for compact sections at piers.
Note: This condition has now become the default behavior of the software (as of 8/14/17 for LRFD, 10/9/18 for LFD), and there is a new condition ALLOW MOMENT REDISTRIBUTION which is required to allow moment redistribution to occur for compact sections over piers.
