Purpose: Adds uniform lane loading in lane loaded with a permit truck in LRFD loading.

Use of this condition causes lane loading to be applied to the lane containing the permit vehicle. A specific permit uniform lane loading can be specified with PRLANE (otherwise the HL93 lane loading will be applied.) The footprint of the permit vehicle is excluded from the overlay unless the condition INCLUDE LANE LOADING IN PERMIT TRUCK FOOTPRINT also is given.
