Purpose: Used to specify Cb for the top flange in LRFD projects.
--> Given in girder input.
A list of values (corresponding to the locations specified with TLTCBLOC) for the lateral torsional buckling parameter Cb for the top flange to override the program's determination of this parameter.
(Note: This option is available because there may be differing interpretations on calculating Cb, i.e. 6.10.8.2.3. AASHTO states,
"In lieu of an alternative rational analysis, Cb may be calculated as follows:")
