Purpose: Used to specify the load factor gamma for wind in LRFD projects.
--> Given in girder input
Used to override the gamma defaults of 1.4 for Strength III and 0.4 for Strength V. Since the 2016 interim of the 6th edition changed these to 1.0, WINDGAMMA 1.0 can be given to do this.
